Is it climate change or population growth with rapid development and insufficient planning/reworking of drainage systems?

I'm not a denier, but I think it is the latter. Kind of like the new bridge in BR being planned for a number of cars a day and it getting 10x that or something

If you dump 3" of rain an hour on that much asphalt and concrete you're going to have problems.
