Founding Fathers vs. Rand Paul on Tariffs

Rand Paul is running around claiming "Tariffs are Theft" which is funny to me considering the two main authors of the U.S. Constitution were big supporters of tariffs.
Hamilton authored three tariff bills (1789, 1790, and 1791) which Madison got through congress and George Washington signed. Madison signed the 1816 Tariff bill which he expressly supported to protect manufacturing, along with raising revenue for internal improvements.
Does Rand Paul, the Bluegrass John Locke of Montesquieu Hill, think that Hamilton and Madison are thieves and economic retards who needed to take an Econ 101 class?

This is what Rand is arguing for. He says tariffs need to go through congress because they are a tax.

Income and property taxes are theft. Tariffs are how this country's government was always meant to be run.

Tariffs are just a sales tax. You do realize that right?
A tariff is a tax on a product brought in to be sold. The consumer will pay it as the tariff is taxed onto the sale price.
Im not saying i diaagree that consumption taxes can cover our budget, but we will have to reduce that budget a lot

Explain to me how you think a tariff isnt a sales tax? You think companies are gonna pay a tariff to import something and just hold onto it and not sell it or use it to make something else to sell?
