There is only one reference to "non-citizen" and it's paragraph 209.

The fact that its against federal law for an illegal to vote in federal elections is clear and indisputable. Why even pass an XO when theres already a law in place?

Clearly the EO is about more than just "banning non-citizens from voting in U.S. elections", and the corresponding lawsuit is about that other stuff.

Again, I only found one reference and the implication is the opposite (as they reference the data that non-citizens voting is rare implies this is illegal and not what they're supporting).
