Dade Phelan’s Bill Would Criminalize Political Memes

The Texas Ethics Commission would have the authority to determine the specific format, font, size, and color of the required disclaimer.

The title is very misleading. No 'ban' on memes, it just says that altered audio, photo, video need to be labeled as modified.
Are people overlooking the phrase "without a government-approved disclaimer."?
Is that really such a bad idea? We've seen plenty of fake stuff posted here that garnered page after page of comments, assuming it was real. The couple of posts that point out that it is fake get buried in the noise.
I've come across stuff, and wondered, 'is that real?', but I don't have time to research it, so I ignore it. But many others fall for it.
