Where does this f***er get the authority to unilaterally provide money to Ukraine? Is there a "discretionary spending" slush fund that congress authorizes each year for the executive branch to throw away as they see fit? Without congressional authorization (originating in the House) that little beady-eyed rat-bastard in the White House cannot legally send funding to Ukraine. (Not that the Constitutionality of anything has ever checked them before.)
