Make burial expenses qualified health expenses or tax deductible...you can use health savings funds towards them.
I mean, it's not really something you have a choice about paying and it has to do with healthcare.

They are deductible for estate tax purposes. Seems like that’s where they should be deductible.

Cremate them and have a small gathering at your home.
I'd be okay with a small token amount (say $1k) as a deduction. However, people shouldn’t be able to deduct $50,000-$100,000 to have some elaborate funeral for their own vanity.

This seems like a Taylor-made industry for these newly-arrived Haitians to establish. Puts them to work, paying taxes, like he Indian arrivals who run all the convenience stores. Tow a mini-crematorium to your house like those rolling BBQ rigs, and knock it out for a reasonable fee.

Get the mortuary industrial complex out of state & local government. There’s a reason some of the biggest and most elaborate building in small towns are funeral parlors. Death is a racket created decades ago by crafty lobbying.
