They are, quite literally, not even in the same league.
I just looked at how FCS teams performed against FBS last year, starting from the top of the final rankings. The #3 FCS team lost to Mizzou, 35-10. The #4 FCS team lost to Cal, who went 6-7 in the PAC-12, 31-17. But they did manage to beat 2-10 Nevada (MWC). The #5 FCS team lost to USF, who went 7-6 in the AAC, 38-24.
A top-10 FBS team should absolutely demolish anyone in FCS.
