6 2/3 innings, 0 ER, no decision. Phillies bullpen blew it in the 9th. It happens.

I’d describe it as a great outing with unfortunate luck (bullpen failure).

He's had a good year. I was a bit worried about him as his velocity was declining and he seemed to slip a bit last year, but he's done well adjusting to that and finding other ways to succeed.

IMO, in baseball jargon "tough outing" would mean getting roughed-up, i.e., 5 ERs in 4 IP or the like. I think the OP meant "tough luck."

To pitch that well and not get a win is tough-luck.

The way they give “wins” is so dumb. You could throw 8 scoreless, then have the closer blow it and give up 2 runs in the top of the 9th, then he gets the win if your team somehow pulls it out their asses in the bottom of the 9th.
