Reloadable Card for international travel

My 19 year old son is heading to the UK later this week and needs a reloadable card for backup expenses. He has foreign currency taken care of, but I'd like for him to have something in the event an emergency occurs. What is the best reloadable card that doesn't have unreasonable internation and other fees? Looking to get him something that he can purchase at Walgreens or something similar.

Is there just zero trust with making him an authorized user on your credit card?

Add him as a user on a CC with no International usage fees. Do not use any sort of "debit" cards outside of ATM transactions.

Zero trust issues. He wants to do this on his own and I respect that decision.

Does he have a CC? Many places in the UK and Europe do not accept cash.

As previously suggested, I am going to get him setup as an authorized user on my CC. Too many fees on the other option I considered. Thanks!

Used the Wise debit card on a recent trip to Europe. I believe it will cover your needs.

It won't if he's moving hotels. It needs to be a *credit* card to check in, which it sounds like OP is doing.
(ETA: Critically important, make sure he puts both cards into Apple Wallet, and depending on the bank, he may not be able to *add* the card to the wallet outside the US, even though it will be perfectly usable overseas. I used my phone to pay on well over 95% of transactions over months.)
One credit card in his regular wallet, the other in his passport cover or carry on. As soon as he hits the hotel, the backup goes in the room safe.
Kudos to the boy for doing this! He gets to start learning how to eat cheap meals out of good convenience stores early in life! Is he just staying in London, or venturing out into the exciting north to experience the wild range of accents in the UK?

He’s making his way around the UK and Republic of Ireland over the course of two weeks. I’m sure jealous!

What a lucky dude. Rock of Cashel flies under the radar, but it's a must see for the view. Spend minimal time in Dublin.
If he's driving, advise that Irish (ROI) speed limits are not like here. They'll leave the speed limit at 80/100/kph even though there is a tight curve coming up, and there may be sheep around that bend. They for sure rely on more personal judgement. And he may get to drive through some extremely tight squeezes, even in a tiny car.
He's just going to miss EPL firing back up, which is sad. To avoid tears about phone bills, there is another new thread here.
