They are saying it isn’t over. LSU will not respeck his decision and continue to recruit.

Maybe right now it doesn’t, but you have no idea whether it’s only money or not. There is still a lot of time and a lot that will happen between now and then both on the field and off. The LSU side may decide to make a bigger offer in a few months depending on who commits where in the meantime.
