It becomes official at the DNC or after a possible virtual vote. If Joe stays in, we won’t know until Election Day November 5 because he could honestly drop dead at any point.

It’s the Dem Party that has implemented the calamitous policy and Trump should campaign as such to affect the down ballot vote. They could put Snoop Dog on the ticket and in the OO and not miss a beat.
