Clearly Cleo fields has some extremely compromising pictures of Jeff Landry. This makes no sense at all. This will have major local and national impact

During the gubernatorial election last year, Cleo Fields backroom-dealed his way with Jeff Landry to ensure that Jeff Landry would have a majority black district drawn favorable to him if he would run.
Cleo Fields basically backed off on publicly supporting Shawn Wilson to ensure that Jeff Landry would win the governor's race without going to a runoff, and the payback was Landry not opposing an additional majority black Congressional district.
You should go and view the Senate and Governmental Affairs committee hearings during the special session that was held in January. Senator Womack mistakenly mentioned an off the record meeting that Cleo Fields attended about the manner in which the district was drawn. Womack had to clean up blurting this out in the middle of a meeting.
The day after the legislature voted in the majority black district, Cleo Fields submitted a press release announcing his run for the Congressional district. Almost a week after another decision was issued by the 5th Circuit holding the majority minority district as an unconstitutional violation of the 14th Amendment, Liz Murrill filed a request to stay the decision by the 5th Circuit pending a ruling by the U.S. Supreme Court regarding the manner in which the majority minority district was drawn.
None of this was by happenstance.
He's being backed by big dollar donor Jim Bernhardt.

As someone above pointed out, the Governor likely made a pre-election deal with Fields, which also ensured lower than usual black voter turnout by Cleo and Company not getting the buses running to the extent they’re known to do.
Also, retribution towards Garrett Graves for daring to not get fully on board the Landry for Governor campaign.
Those two issues were the most important by far in drawing the new map. Other stuff was minor.
I’m sure Graves not supporting Scalise for House Speaker also played into this. It made the rest of the Louisiana Congressional delegation, especially the Republicans, care much less about helping preserve a district he could win re-election in.
If you remember back to the last time districts were redrawn, Vitter and his team tried to back a map that would have given Landry a better chance of beating Boustany in a race, as their districts were being merged one way or another. It didn’t pass the Legislature, and Landry was forced to run against Boustany in a district that was much more favorable for Sir Charles.
Weird how tables turn.

Remember on election night when pundits and others were surprised by how much black support Landry got? Now you know why. As I have said before, it was obvious he cut a deal with black power brokers for their support, which involved creation of this black congressional district in turn for their votes... He probably had his rich trial lawyer buddies dump a bunch of money off to black church leaders etc.
