The federal govt provided incentive for local govts to shut down, for workers to stop working and for businesses to close their doors.
All of that came through Covid relief bills. The Stafford Act declarations were unprecedented.

The stimis were barely 14% of the total spending in the CARES Act. It was a state government and corporate payoff in exchange for cosplaying World War Z

Correct. I've just seen a lot of folks conflating the stimulus checks with "Americans keeping their money," and we both know that's bullshite. It was wealth redistribution, and it should be criticized and opposed.

You should have seen the unemployment fraud.
Not to mention the PPP fiasco.

The amount of fraud for the ERC was insane and last year we were dishing out $10s of billions a month until October and it go up to as much as $30B. Mr. Wonderful had a consulting call center to help people qualify.
