I don’t know and neither do you. Perhaps he was paid twice that amount to lose it. Regardless why do you think an incompetent could prove fraud didn’t occur?
And he very clearly qualified his statement by saying he didn’t find the fraud he was asked to find. but if you actually read his statement it sounds to me like he found fraud.

Just a few questions:
Where are the actual ballots now? (Ie all cast ballots)
Was there evidence of more ballots scanned than currently in possession of the board of elections
If 1 and 2 are not complete you agree that the laws have been violated ?
