Localized just enough to win by ~42,500 votes in Fulton County, Maricopa County, Milwaukie, Philly and Detroit and Las Vegas just in case.

The point was this was just one of many...and in a swing state the effects of it had widespread consequences regardless of how "local" it was in WI. Change WI to Trump from this, then the Philadelphia cesspool, Atlanta Water Main cheat, and Maricopa County and these "localized" fraud cases suddenly take on widespread national importance.
