Well they didn't take it away from Bush and give it to Young, so that has frick-all to do with this.

VY certainly outperformed Reggie in the championship game, but Bush undoubtedly had a better regular season (which the Heisman is based on).
VY's regular season stats were somewhat pedestrian as Texas had a great defense and VY rarely took meaningful snaps in the 3rd and 4th quarter. IIRC the Texas a&m game killed any chance he had at the Heisman.
