There was a program on BBC recently about language barriers and the law. They focused on California, LA specifically. They have 100s of interpreters on contract for all these uncommon languages, beyond the basic dialects.

Yet even then many criminals get off because of the language barrier. They will complain that the Swahili that the interpreter speaks does not have the same nuances as the area of the village they come from so they dont understand.

Its akin to the guy whose family was suing NYC because about six cops shot him when he was "reaching into his pocket to get his ID", and did not understand the cops. Now I dont have to understand a language to understand if six cops are pointing guns at me... now would not be a good idea to be reaching for anything.
