I interpret this as an executive from outside coming in to make big changes. Surprise, surprise, big changes likely means draining some of the swamp. I think most people have a negative view on government positions because people are allowed long careers of not being accountable. I'm sure there are pockets of excellence within government, but the perception is the opposite. So, while I don't know the details or the intentions of the new Secretary or Governor, I don't have a problem with them upsetting the status quo.

The person who wrote that letter leads with her emotions. That's how you run a kindergarten, not a work place. Don't get me wrong, you need to keep people from being supreme assholes, but feelings can't be the reason you keep people around if they're insubordinate.
