It’s not frowned upon. It’s basically just a public indicator that you make bad decisions.

You just said it - even someone with multiple tats knows there is a line to be drawn (intended), and that they can become trashy.

I don’t hate on tats, and I don’t hate on fats. But both appearances provide information about decision making and impulse control. I think the people that pull off tats are the ones that are actually aware of this.
