Because the Ten Commandments do not promote any religion, free exercise is not prohibited. Now if they made Leviticus 18:22 or Romans 1:26 - 27 required reading ...... oh boy!!

Putting the Ten Commandments is literally putting Exodus Chapter 20 on the wall.
