Not seeing a description of these "light shields".

The picture shows some dimmed lights.

Sure ,turn off the lights and when the criminals come down the street get yo' self some night goggles to spot them

Applications on a house. In general, point the light down not up.

Couple of points.
1. The street light industry started designing fixtures that limit or cut off light above the horizon more than 20 years ago.
2. Light is not the issue. Air pollution that is illuminated by light is the issue.
