Remove every single illegal immigrant from these states and then tell me how that housing shortage looks. Next, remove the percentage of the populace who are capable of working, but choose not to, and instead rely on handouts.

Do that, and we'll have a serious conversation. Until then, leave agriculture land and legitimate farmers the hell out of it.
