Complete Cluster IMO.
Rounds everywhere as vehicle was moving as evidenced by the dirt kicking up all around his vehicle. Surprised no cops were hit.
Bad comms as one cop telling her to come to him while not informing other cops it was her.
Cops just opening fire at her without confirming target and threat.
