He didn't block it. The bill failed to get through the GA House as it was first written.
This whole thread was started on the premise that Kemp will veto if it makes it to his desk. Why would he? I think we all know why.

Is it because some MAGA aligned people that have a certain narrative are telling you this?
Pass the bill. Let Kemp veto it. Only then you will know for certain that he blocked it.
