Couldn’t afford to splurge on Destin this year unfortunately.

Recs on where to stay? Cultural attractions? Maybe a nice wine bar?

I'd rather stay home, save money to go literally anywhere else in the US other than Biloxi

You could probably find a place in Fort Morgan, AL for about the same price as Biloxi and have much better beaches. Check out Gulf Shores Plantation.

The Roost in Ocean Springs is great. Beau Rivage is nice but expensive. The Palace is very nice and it is totally non smoking. Ocean Springs has a small but nice downtown area with several good restaurants and bars. Mary Mahoneys is good in Biloxi. I can’t answer about cultural attractions there.
