Props to this mayor for at least calling this bad parenting out. You never see any prominent male black figures even mention it.

Ultimately this is the only solution. Until the black community gets it's shite together and the popular culture that's so prevalent disappears this will only continue.
Before anyone responds with "but muh any other race listens to rap too" yeah you're right, but it hasn't become so thoroughly ingrained as it has in the black community and destroyed it completely.
