I can't remember the last time I've seen someone throw trash out the car window, but I consistently see trash blow out the top of moving garbage trucks.

Also all of the good ole boys throwing trash in the bed of their pick up not even caring that it blows out all over the place.

This.

In EBR there are prison work crews that pick up trash along Hwy 61 between I-110 and the EBR landfill. Every week they generate a giant pile of trash that they stack in orange bags, usually around Plains-Port Hudson Rd to be picked up by a truck and brought to the landfill. All of this trash they pick up is trash flying off the trucks on their way to the landfill.
