Perhaps so, but it seems that would still point to a bit more complicated or distinguishable situation than simply saying "it was ISIS who did this."

It's my impression that the main reason people are saying "it was ISIS who did this" is because within hours after the attack a confirmed ISIS website announced it was responsible and posted body camera video from the attackers of the slaughter in the concert building.

It wasn't the ideological hardcore terrorist type. Whatever part of ISIS claiming responsibility were paid and directed by the CIA. IMHO
