If I were to guess, I'd guess Chechens that aren't under the authority of Kadyrov.

It wouldn't surprise me. Chechen leadership is terrible and corrupt, their quality of life is poor and their men are often treated like disposable meat.
Doesn't matter who did this or why, it's terrible. 50+ people went to a concert and got killed.
