Where did you see this? Everything I read said the developer would own the building and make money on all the non-LSU events. I don't recall seeing anything about ownership of the arena transferring to LSU.

Most PPP deals transfer back to the government after so many years?

Why? Because the developer doesn't want a fully depreciated asset that will have higher and higher maintenance costs as it ages.

So transferring it back isn't exactly a selling point to me.
