Also, I always thought "fixes" to laws had to go through Congress....

I referenced it earlier. At the end of the Trump admin the first group of people started to get their 120 payments, and it was a disaster. Like the Obamacare website disaster on HGH.
99% of applicants were rejected from government student loan forgiveness program

The Education Department denied 99% of requests for relief processed under the newly expanded Public Service Loan Forgiveness program, according to a review by the Government Accountability Office released Thursday.
Only 661 applications were approved while 53,523 were denied during the first 12 months after the fix was put in place.

This law already existed.
My wife is doing it
But it isn't the same thing as eliminating debt for anybody with student loans.
