If the Federal Government wishes to prohibit the Texas Government from enforcing

a federal law, then Texas should in kind NOT enforce any federal laws. For example, your FDIC bank is being robbed. Sorry we can’t help you. Call the FBI.

This is dumb. This would hurt Texas citizens more than it would hurt the Federal government.

Kind of would. You know there is a ton of federal laws the fedgov wants enforced by Texas and every other state. You choose to not enforce immigration laws at the border, we choose to not enforce laws against murder of criminal illegals crossing the border. You choose to not enforce immigration laws at the border, we choose to not enforce fedgov control on our schools, highways, or anywhere else. And by the way, we will temporarily stop bussing criminal illegals to sanctuary cities, while we bus every federal prisoner in the state, dropping them off on the steps of the Capitol in Washington DC.

I believe the federal government is trying to prevent Texas from enforcing a state law that they believe encroaches on federal powers. I'm not sure your analogy is an apples-to-apples comparison.
Banks don't have any money not provided by depositors, so that would be a double whammy. Even if the Federal Reserve bank in Houston were robbed, it would likely hurt Texans more than the federal government.

For example, federal warrants for tax evasion will not be honored. Any federal agent attempting to arrest or even detain a citizen over tax issues will be viewed as someone attempting to engage in kidnapping and extortion.
I know it's a pipe dream, but nothing draws a line like threatening the bottom line.
