Your citation that the President controls the DC National Guard isn't some "Gotcha" moment. This isn't rocket science. Mental Gymnastics to make Trump the bad guy for everything, ever, makes honest conversation impossible.

The 2 scenarios aren't mutually exclusive. Trump did command the Guard, and Mayor/SOTH turned him down.

Hypothetical:

Trump: Hey DC Mayor and Drunk Speaker, Things might get squirrely, I've authorized 10K National Guardsmen. Say the word and Ill mobilize them.

Mayor and Speaker: No Thanks we've got it covered through the DC and Capital Police forces. We don't need help. Orange man bad.

Trump: OK, peace out homies.

Now if you want to argue Trump should have known the SOTH was a drunk moron and overrode her decision, fine, we can talk. But acting like Trump was derelict in duty or this was his fault is dishonest.
