No it hasn't. You're waiting so long because it's understaffed and there are people who misuse it.

I don't know where you live but I know for a fact that the vast majority of ED pt's in Louisiana have a payor source. Very few are uninsured.

Now, do you really want to be pissed off? The incarcerated get excellent healthcare. I know this for a fact too.
