Like I pointed out last week, it doesn't really matter since representatives are apportioned based on total people, not citizens/legals.

Slam millions into states, it doesn't matter what the actual citizens (including Indians, Mexicans, Poles, etc) think. They get the squad. Normally, they'd get it good and hard if it was state gov, that just means FedGov will pay for it. So no consequences.
