As previously mentioned Fast.com is owned by Netflix. A-Lot of ISPs now will have NetFlix Cache Servers, which are provided by NetFlix. So more than likely your speedtest to fast.com is hitting your ISP's local Netflix cache server. Which means it's staying local and not going out over the true internet.
