The public isnt in any danger if your barber isnt certified through the state.

Your barber isnt any safer just because the State declares he has enough hours of practice.

Yes, if there's one thing we can comfortably assume our state's current arcane licensing requirements are doing, it's stemming the tide of personal injury lawsuits in Louisiana.
