The best way to do this is to eliminate any of the frivolous licenses and reform the system to allow licenses provided from other states to be good here. That would allow for licenses pros to move here and continue to do business without incurring more costs.

Reciprocity is allowed in Louisiana for lawyers, should be for other professions as well.

ETA: I have that backwards, reciprocity is not allowed in Lousisiana

It's good in an economic development perspective. I know one guy who wants to move back Lafayette but is holding back on it due to licensing requirements for his profession. He has all of licenses from Texas but would apparently have to retake a test, class, and pay a $1500 fee to get his license in Louisiana.
