Like most artists his best stuff is outside the hits.

Not sure about Joel but Elton John is like that. He has two greatest hits albums and you can argue that you could make a third one that is equal to or better than the official ones (especially II).

Sails
No Shoe Strings on Louise
Come Down in Time
Love Song
Amoreena
Tiny Dancer (how is this not on greatest hits)
Mellow
I've Seen That Movie Too
All the Girls Love Alice
Curtains
I Fell Like a Bullet

He's got some fantastic songs that aren't going to be on a greatest hits record.

Travelin' Prayer
Ain't No Crime
The Ballad of Billy the Kid
Worse Comes to Worst
Stop in Nevada
Somewhere Along the Line
Los Angelenos
The Great Suburban Showdown
Last of the Big Time Spenders
Summer, Highland Falls
Prelude/Angry Young Man
The Stranger
Scenes from an Italian Restaurant
Vienna
Zanzibar
Until the Night

Captain Jack was on a greatest hits album but always needs mentioning. Pretty much the song that launched his career. You're My Home and Miami 2017.

I was curious about this so I went and checked it out. Looks like it was a combination of being too long (which meant it wasn't played as much on the radio back then) and people being butthurt about "jesus freaks".

It ended up being on the re-release of Greatest Hits Vol 2, for what it's worth. And it did make it onto the 1970-2002 greatest hits album.

The song didn't even really rise that high in the charts, so I'm wondering if Almost Famous helped revive it a bit and make it more well known than it was during the album release.
