Are you overloading the fan outputs on your motherboard by chance? Sometimes when you put 2-3 or more fans on a motherboard fan pin out or RGB pin out the power consumption is too much for the motherboard especially during startup. I bought a pack of 4 fans and it came with a hub that has a PC power supply input on it which gives the fans the juice they need to run
Also I use icue and Asus armoury crate software for my RGB lighting of various components and sometimes they conflict with each other. Prior to some of the latest updates, I'd have to experience with opening and closing the softwares in a particular order in order to get everything running the way I'd consistently want
