Not sure if that is correct. Cook is the best ball handler and it isn't really close. Him with the ball at point changes the opposing defense and probably opens a few paint opportunities if defenders push out to stop him from driving. The problem is Baker and Dean may not be the right 5 for that situation. Probably Reed/Fountain are better options then.
That's just my probably not-so good take.

Hey don’t get me wrong. I’d rather see him part of this team with his head screwed on straight than not.
Whatever the situation with Cook—a nagging injury, a tude problem, or a combination of both—it’s damn frustrating.
