If by 80% you mean 15% you'd be correct. If you wrap a round bale at 80% moisture it will get moldy then spontaneously combust as it smolders from inside out.
Good way to lose the whole hay stack or barn.
ETA I see you said "cut hay" so i may be misinterpreting your statement. But my point still stands with wrapping high moisture hay.

He said it was a green bale so I'm assuming they were about to wrap it for baleage or whatever it's called. We used to bale and wrap that right after cutting.
