So Engoron is making him pay the full amount while this gets appealed and disallowing him to bond the fine during appeal?

Trump needs to take a loan out for the fine and collateralize Trump Tower.

This is a civil case. It is pretty standard for a civil appeal bond to be 100% of the judgment, plus interest In some states its as high as 150%.

The point of an appeal bond is to maintain status quo. The plaintiff gets assurance the defendant will not squander its assets while the appeal is pending. Meanwhile, the defendant knows it will get the assets back should it win the appeal.

The alternative is the defendant posts no bond, and the plaintiff can go ahead and execute collection of the judgment while the appeal is pending. But then the defendant risks losing its assets even if it wins the appeal.

Trump may be able to find an agent to finance the bond. The Court doesn't care where the money comes from as long as it is secured.
