Emissions testing for the BR metro area is mandated under the Clean Air Act, due to historical air quality monitoring results. This is enforced by the EPA.
The state can eliminate the state inspection requirements, but can’t eliminate the federal emission testing requirements. So even if the state drops inspection stickers, people in BR and the surrounding parishes will still be required to have them for emission testing purposes.
Of course, the question becomes whether anyone will actually be enforcing them if there are a bunch of vehicles on the road with LA plates and no stickers. It might be something you only get ticketed for if pulled over, or they might make it a requirement for registration renewal. But the state can’t eliminate it completely.
