So based on all of that and the energy rated HVAC, tankless WH, etc. why is my energy bill higher than it’s ever been?

The tankless water heater probably doesn't save much if anything (and it might cost you more). High efficiency hvac does save energy but it's harder to notice given seasonal and annual variations.
Tell you what, get yourself an innefficient hvac system and switch back to incandescent bulbs and let me know how you like it.
