Trump's position is that the USA should continue to be a sucker for Europe. Even if they paid what they agreed to pay (you know...treaty and all), the US would still be carrying the vast majority of the cost of NATO.
Think of it as an insurance policy. The contract still exists, but if you don't pay the premium, they ain't gonna pay when a tree falls on your house.
