Just to clear things up since OP was kinda misleading. It has not been confirmed that the character is based on Anne Bonny. That part is speculation based on it being a pirate movie and a character "possibly" named Anne.
There was a black character named Anamaria in the first pirates movie, maybe she is portraying her

That would be fine. However, knowing Disney and Hollywood, is it that far fetched they would do this?
Hell, hollywood is casting Denzel as Hannibal Barca. I like Denzel but Hannibal was not black. But, because hollywood depends on the ignorance of the masses, because Carthage was located in North Africa (across the sea from Italy), hollywood (and the idiot masses) think "you see Africa, that means he's black".
It's ok to be historically accurate when representing historical people.
