That first one is tough. I think Umbridge is one of the better written bad characters ever. Goeth is a real person, who is obviously a much worse character than Umbridge, but the fact that he's real makes me rather vote for the made up written character. It's not like the director or writer had to make that character bad. They already were.

I agree on Gruber, I was surprised he won. That might have been from people voting in a "who is the better villain" type of way (hence why I tried to clarify in the OP). But I think Landa definitely deserves to be there.I mean you take the opening scene of Inglorious Bastards alone, an absolutely brilliant and tense scene, but I hated him 5 minutes into the movie. He's an all time great bad guy, but not really in a cool way like Heath Ledgers Joker, he's truly evil and rightfully hated.
