I think what you are probably intentionally ignoring is that it's not about the vehicle, it's about the government 1) wanting to dictate more and more aspects of our lives, 2) expand their control over the populace, and 3) take more and more of what the public has.

Did you notice how they never incentivize behaviors by REDUCING a tax or fee (and govt subsidies don't count here)? Funny how that works.

The UK has a bike to work plan that gets you reduced cost on your initial purchase, rebates for gear, etc. I have friends that have bought commuter bikes with it. It's a subsidy, so I'm not sure why you'd exclude those, but it's absolutely an incentive. I feel like that would be despised here though. "Why am I paying for some fig's bike hobby with MY taxes?!"

The main point of my OP was that a small number of dedicated individuals can have an outsized impact on local policies. It just so happened that the story that illustrates this increases taxes on SUVs, which I knew would rustle the OT's jimmies.

The referendum was put up for a vote and the people, albeit a small part of the populace, voted to enact the policy.

Wat? EITC? Child tax credit? R&D Tax Credit?

There are myriads of ways the government incentivizing behavior via tax credits.

In Alabama they have well-publicized tax holidays for things like back-to-school shopping and hurricane supplies.

While in reality the reason is likely to appease the businesses, this at least symbolically incentivizes the behavior of being prepared for school and storms.
