Correct. There's a few things you can get for just having a save file on the first game, but the character levels and equipment and stuff is brand new.

Thankfully I completed my last whole Remake playthrough using only the fully upgraded Buster Sword, so starting off Rebirth with that weapon felt natural.
I do very much miss Barrett's EKG Cannon though... And my 2,000,000 gil. I left Midgar with more gil than Shinra and an entire inventory full of dozens of fully upgraded materia and weapons, yet somehow ended up in Kalm with pocket change and an empty inventory. I'm left to assume that Chocobo Bill's payment for the ride to Kalm was exorbitant.
As a complete digress, Red XIII is an absolute blast to control in combat.
